Agreement of Cooperation Between the Ministry of Higher Education and Scientific Research of the Arab Republic of Egypt and The Ministry of Education of the Republic of Tajikistan

The Ministry of Higher Education and Scientific Research of the Arab Republic of Egypt and the Ministry of Education of the Republic of Tajikistan, hereinafter referred to as “The parties”,

Desiring to consolidate the ties of Cooperation aiming to strengthen the relations between the two countries in the field of higher education,

Considering this agreement an integral part to the bilateral relations between the two Governments, seeking to promote cooperation in the form of developing of Educational and scientific relations,

Have agreed as follows:

Article (1)

The objective of this Agreement is to promote cooperation between parties in following directions:

  1. Exchange of books and scientific periodicals.
  2. Giving lectures and educational programs.
  3. Exchange of Experts and holding scientific symposia.

4.Exchange of Publications and information between relevant institutes in both countries.

  1. Carrying out joint researches and projects in the field of Education, organizing education/ training programs.

6.Exchange experience in the matter of increasing the quality in higher professional education institutions. 

Article (2)

Both parties provide the right climate to strengthen the relations of friendship and cooperation between universities, institutes, and other institutions.

Article (3)

Both parties exchange professors of universities and institutes, and specialists in the field of Higher Education during the validity of this agreement.

Article (4)

The parties shall take necessary measures to resolve the problems of the students and researches (Masters and PhDs) studying by their own means and the scholarship programs in their countries.

The parties shall annually provide information about the citizens of each other’s countries who are studying in their educational institutions through diplomatic channels.

Article (5)

Both parties shall study educational documents in both countries by a committee of experts and professors in both countries.

Article (6)

The exchange of scholarships in fields agreed upon through bilateral negotiations between the two countries through diplomatic channels. An Executive program shall be signed including details of scholarships and their financial value.

Article (7)

This Agreement may be amended with the mutual written consent of the two Parties and these amendments are in the form of separate annexes that will be an integral part of this Agreement, provided that these amendments enter into force in accordance with the same procedures that were followed for the entry into force of this agreement.

Article (8)

All information exchanged between the parties are considered to be strictly confidential and may not be disclosed to any third party without the prior written consent of the other party through diplomatic channels nor may be used for purposes other than those stated in this Agreement.

Article (9)

Any disputes between the parties arising out of the interpretation or implementation of the provisions of this Agreement shall be settled amicably through diplomatic channels, by consultations or negotiation without recourse to a national or international court or third party for the purpose of settlement.

Article (10)

  1. This Agreement shall enter into force on the date of its signature and shall be valid for the period of (5) Five years and shall be automatically renewed for similar periods, unless either of the parties of notifies the other party – in writing – through diplomatic channels of its intention to terminate it at least (6) six months before its expiry date.
  2. The termination of this Agreement shall not affect the implementation of the existing programs and/ or projects between both parties.

 Signed in Cairo on Tuesday 10/3/2022 in two original copies in the Arabic, Tajik and English Languages, all copies being equally authentic. In case of any divergence in interpretation, the English text shall prevail.
