On Sunday, 6/12/2020, this agreement was signed between:
1 Ministry of Agriculture and Land Reclamation and:
a) Desert Research Center.
b) Soil, Water, and Environment Research Institute
c) The Public Authority for Construction Projects and Agricultural Development
(First party, represented by Prof. Mohamed El-Shahat Badawy)
2 Egyptian universities:
(a) Faculty of Agriculture and Natural Resources at Aswan University.
(b) Faculty of Agriculture at Assiut University.
(A second party is represented by Prof. Ahmed Ghallab Muhammad Ibrahim.)
Introduction:
Realizing the importance of scientific research, exchanging scientific experiences, and conducting specialized research and studies in many fields among scientific institutions to serve agricultural development in our beloved Egypt, and given the importance of Egyptian universities as prestigious scientific institutions locally and internationally, as they have expertise and leading technical and technical cadres in various fields related to the subject of land studies, whereas the Ministry of Agriculture and Land Reclamation and its research centers, as well as its affiliated bodies, are among the important service edifices in the Arab Republic of Egypt that serve all development projects through the implementation of many national projects that serve agricultural development, where the Ministry of Agriculture and Land Reclamation keeps pace with the directives of the leadership.
The political and community needs in terms of productivity abundance and achieving food security are the same whether the abundance is in vertical or horizontal expansion. His Excellency the Minister of Agriculture and Land Reclamation directed the cooperation of the Agricultural Research and Desert Research Centers, as well as the General Authority for Construction Projects and Agricultural Development, with Egyptian universities in the geographical scope of the areas in which the ministry conducts studies related to inventory and soil classification within its scope. The universities of Aswan and Assiut are among the universities that have all the technical ingredients and scientific cadres that are based on community service and development. And since the two universities had an important role in graduating cadres in that field, whether those working in the research field or agricultural engineers working in the field of agriculture, especially in the field of reclamation and cultivation of new lands, so the parties agreed to conclude a memorandum of understanding between the Ministry of Agriculture and Land Reclamation, represented in this agreement by the Desert Research Center, the Soil and Water Research Institute, and the General Authority for Construction Projects and Agricultural Development, and between the Faculty of Agriculture and Natural Resources at Aswan University and the Faculty of Agriculture at Assiut University in accordance with the following items:
First item:
The previous preamble, all correspondence exchanged between the two parties, and coordination records are integral parts of this memorandum and have the same provisions.
Second item :
The two parties acknowledged their eligibility to contract and their full satisfaction with all that was included in this agreement.”
Third item:
The aim of this agreement is: 1. Developing and strengthening the second cooperation between the Ministry of Agriculture and Land Reclamation and universities in the field of surveying and classifying lands in all areas that fall within the geographical scope of the second party. 2. Take all necessary measures and steps to study the inventory and classification of lands.
Fourth item:
Field of Cooperation: The parties shall cooperate in accordance with this memorandum in the following areas: 1. Exchanging maps and necessary information for the study areas agreed upon by both parties. 2: Participation in field work, collecting samples for analysis, and producing maps of soil characteristics to reach a map suitable for soil suitability for agriculture 3. Develop the necessary recommendations according to the characteristics of the soil.
Fifth item:
1. Each of the parties shall appoint a coordinator for the work of this memorandum to communicate with them to follow up and implement the items of the memorandum as well as review reports and all matters related to joint studies. 2. Supporting the parties responsible for the study by all means
Sixth item:
The two parties agreed that the Desert Research Center shall bear all the costs of the work of the research teams, including field and laboratory studies, reports, and consultations, in exchange for the use of equipment and tasks necessary to complete the work, provided that a separate contract shall be drawn up for each operation assigned to the second party by the first party.
Seventh item:
A) Obligations of the First Party: 1. Provide all coordinates and specify the areas to be studied. 2. Providing financial funds agreed upon by the two parties for each study, according to the area and region. 3. The use of security approvals and work permits is necessary for field work.
b) Obligations of the second party:
1. carrying out a detailed study of the areas under study, including laboratory and field studies, and preparing technical reports within the scope that is agreed upon for each study. He investigates by himself the nature of the business and takes all necessary procedures and others for that. 3. Not to disseminate or circulate any information or data related to these studies by means of the media or others, or by correspondence, whether it is visual, audio, read, or electronic, except after completing the studies and presenting them to the political leadership.
Eighth item:
The two parties acknowledge that this protocol does not violate the laws, regulations, and instructions of the signatories.
Ninth Item :
This protocol has been drawn up in five copies, and each representative of a party has one copy for use as of the date of its signature.
