Scholarship Plan 2020\2021

The Central Department of Scholarships at the Egyptian Ministry of Higher Education, in partnership with the Japanese Agency for International Cooperation (JICA), announces the announcement of the unified annual program (Part Two) for the scholarship plan for the fourth year 2020/2021 of the Eighth Five-Year Plan 2017-2022, which includes the EJEP program with the Japanese side, and invites the gentlemen faculty members and their assistants at universities and Egyptian research centers (those missions included handwriting) to submit their applications for one of the missions during the period on Sunday, 21.03.2021 until Sunday, 30/5/ 2021 as follows:

  1. Ph.D. scholarship: granting a doctorate to obtain a diploma from an educational institution in a country of the world, and its duration ranges from 3 years to a maximum of 4 years according to the country to which he is delegated and the specialization and does not include the study of special courses for masters (including clinical specialties in the medical field).
  2. Joint supervision mission: The opportunity is given to spend a year researching a higher education institution in a country of the world for Egyptians who are currently preparing for a doctorate at an Egyptian government university.
  3. A scientific mission: to conduct post-doctoral research, scientific exchange, school visits, laboratory visits, project writing, and a maximum period of 6 months.
  4. Master’s degree: a grant to obtain a master’s degree from an educational institution in a country of the world for a period of one year, which can be extended for a maximum of another year.
  5. Collecting a scientific material for the master’s degree: a grant to collect the scientific material for a master’s degree that is registered for it in the country in one of the Egyptian universities, and its duration is one year in Japanese universities.

Important definitions :          

  • Grants provided to the state: are the expenses and material benefits provided by the foreign side by the executive program signed between the two countries.
  • Delegation: Itis the foreign university in which the student will be sent to study abroad.
  • Delegating authority: his authority in which he works in the country.
  • Registration: Itis the registration of a research point that has been approved by the University Council and not the date of enrollment or the commencement of studies in a master’s or doctoral program.

First: Notes and General Terms :

  • Commitment to the period of submission for the advertisement and the deadline will not be extended under any circumstances.
    • Missions do not bear any expenses to accompany the family for any type of dispatch.
    • The period of the scholarship abroad to obtain a doctorate from abroad is a maximum of 4 years.
    • The period of joint supervision is only one year abroad, and it is not renewable.
    • The duration of the scientific mission is a maximum of 6 months, and the missions do not incur any research expenses.
    • As for scientific missions who have obtained a doctorate from abroad and wish to enjoy the exemption from submitting an English language certificate, the following is required:
  • In the case of submitting the assignment with an acceptance letter from the same country from which he obtained his doctorate, it is required that the two acceptance letters be from the same country, and in the case of submitting a letter of acceptance from another country, the language requirement must be fulfilled.
  • If the doctorate is obtained from a country of the English language in which a first language is obtained and submitted by a letter of acceptance from a university in the country of the English language as a first or second language, it shall be considered exempt from the language requirement.
    • It is not permissible to submit more than one type of dispatch in the same advertisement, and violating that is considered a withdrawal from the presentation of the declaration.
    • For the Linguistics major, the research plan is written in the same language as the major.
    • Each candidate may apply to two universities in one or two countries, as a maximum, through advertisement and with only one research plan for both universities.
    • If the student progresses to more than one university, then the higher university in the international classification will be selected (and the foreign universities that are ranked among the top 500 universities in the world according to the QS classification for the year 2020-2021 will receive higher grades according to the evaluation criteria contained in the appendix of the selection criteria (4) attached to the announcement. )
    • If the applicant receives one of the grants presented to the state, the applicant will be obligated to implement the grant presented to the state and be considered apologizing for the scholarship according to the rules followed in this regard.
    • It is not permissible to apply for a scholarship while a student is traveling on study leave.
    • Applicants are excluded in the event of a breach of scientific principles by the text of the law in this regard, noting that the applicant’s research proposal will be examined in one of the programs specialized in detecting scientific plagiarism.
    • If the applicant obtained the TOEFL IBT test during the announcement period, please put the scholarship code (C692 Institution Name CDM- Ministry of Higher Educe) so that we can view the results electronically.
    • It is not permissible to change the location of the study after adopting the result, and the delegation country on which the evaluation was made through the scientific committees must be committed, and the change is only made in cases of emergency and after the approval of the Executive Committee.
    • The total research proposal submitted for all types of delegation is only 3 pages, including all the information and references (the student’s data should not be mentioned on the research plan uploaded on the website, to ensure transparency in the evaluation).
    • The forms shown on the website and attached to the advertisement must be adhered to as they are, and no data in them shall be changed and printed with the form number as shown and completed electronically and not by hand.
    • o It is not permissible for any candidate to travel except after passing the training program (Scholar Qualification Program), which will be organized by the Scholarships Administration
    • The result of the announcement is based on the evaluation of the arbitrators’ committee according to the forms contained in the appendix of the selection criteria (Appendix 4), and the result is considered final and the administration will not pay attention to the grievance requests.
    • The period of implementation of the missions within a year from the date of approval of the result includes all travel procedures (from obtaining the higher linguistic level required by the foreign university or submitting a certificate in another language if the conditions of the mission – obtaining a visa … etc). In case of non-implementation during the year, the mission is considered Null.
    • The missions do not bear any expenses for preparing the learner and obtaining the required language level is the responsibility of the learner.
    • The applicant will be excluded at any stage of the announcement. If it is found that he has submitted incorrect documents or data, his sending party will be addressed to take legal measures in this regard.
    • The progress is in the axes and topics referred to in the appendix of the axes, and no research proposals outside the approved axes and topics will be accepted, provided that the applicant specifies only one commensurate with his research proposal while fulfilling the general specialization and the precise specialization.
    • If the number of candidates in a particular discipline is high, we reserve the right to apply the quota system according to our discretion to ensure that the scholarships offered to support the national interest/vision of Egypt.

Second: the timetable for the announcement :

Third: the way of progress for the announcement :

  1. Submission is made during the announcement period and until Sunday, 5/30/2021 at 23.59 electronically only, where a copy of all documents and forms referred to in this announcement is uploaded and certified and sealed on the application site by the instructions indicated on the electronic application system, and no submission in paper copy is accepted At this stage.
  2.   3. The focus of medical and health sciences includes (Faculties of Medicine – Dentistry – Pharmacy – Nursing – Physical therapy and related fields)
  4. The axis of agriculture and food security and includes (Faculties of Agriculture – Veterinary Medicine and related fields)
  5. The environment axis includes (the Faculties of Science, Engineering, Urban Planning and all disciplines related to planning smart and heritage green cities and providing a clean and sustainable environment)
  6. The axis of strategic industry techniques and includes (all colleges that specialize in electronic industries and industrial technologies)
  7. The information, communication, and space technology axis includes faculties (computers, information, and engineering)
  8. The axis of teaching and learning development includes (the College of Education, the College for Girls of Arts, Sciences and Education, the College of Sports Education, and related fields)
  9. The axis of investment, trade, and transport includes colleges (commerce, law, politics, economics, and related fields)
  10. The social and human sciences axis includes (Faculties of Arts, Education, Age, Media, and related fields)

Fifth: the conditions to be met for all types of scholarship :

  • An invitation letter from one or more of the host professors.

  • His mission to collect the academic material for the MA for one academic semester/year. EJEP Program:

  • A career progression statement for doctors applying for scholarships (resident doctor period) certified and sealed by the sending authority.
  • A certified and sealed statement or first-class certificate and general estimate for graduation in English.
  • A certificate of the date of registration if he is registered for the master’s degree.
  • The original English language certificate with achieving the required language level and is valid at the date of the start of the advertisement, the original Japanese language certificate for achieving the required language level for the masters of the Japanese language major candidates and it is valid at the start date of the announcement.

Seventh: language levels required when traveling to countries that are the study of languages other than English :

German language: B2 level from the Goethe-Institut

Italian Language: Level 6 (300 hours)

Spanish language: get the DELE certificate

French: level B2 from the French Cultural Center

Russian Language: 6 months (288 credit hours from the Russian Cultural Center).
