Introductory Clause:

In implementation of the directives of the political leadership on the necessity of integration between the various sectors of the state to achieve Egypt’s vision for sustainable development by 2030 And considering the state’s strategic direction in supporting and developing human capital from the knowledge, skills, and attitudes that people accumulate throughout their lives, enabling them to exploit their potential as normal and productive individuals in society. Experience has shown that there is a strong relationship between human capital and the economic growth of countries because of its impact on reducing the risks that could hinder the development of young people and focusing on preparing them intellectually and skillfully to better maximize their abilities, so that they represent an effective economic value for themselves, their families, and their communities.

Investing in human capital represents an increase in opportunities for economic and social mobility, and this mobility supports the speed of social and electronic communication, which contributes to creating more vibrant, growing, and prosperous societies. Hence, supporting university students is a contribution to preparing a good citizen, who interacts positively with all issues of the society in which he lives, preserving its traditions, customs, and the value of positivity, and a producer, who participates in the development of state resources and not only consumes them. Therefore, the role of universities is no longer limited to the scientific and cognitive qualifications of students. The state has allowed it to integrate and cooperate with all state agencies and institutions for the general benefit of university students.

Since the Ministry of Social Solidarity aims to provide direct and indirect social services to all segments of society, university students are among the groups that the Ministry of Social Solidarity has targeted at this stage, with the numerous services and programs implemented by the Ministry, whether these programs are rehabilitative, educational, awareness-raising, economic, or therapeutic, and whether this student is normal or has special needs;
